President International Educational Missions (IEM) Commission on War Criminals in the U.S. Boynton Beach, Florida Founded IEM in 1987. Direct all programs for this 501C-3 Agency. The agency is dedicated to educating the Congress, Media and the American People about the issue of foreign War Criminals and Committers of Atrocities that have come into the United States and what we must do to deport them and to exclude them. The care of immigrants and refugees who have undergone torture and assistance to refugees and immigrants.
Senior-Vice PresidentThe Marich Associates, Inc. Rockville, Maryland Consultant on immigration, management and public interest programs. Directed U.S. citizenship services programs for 40 sites throughout the U.S. under an I.N.S. authorized program. Tested over 31,000 people for citizenship. Managed all sites and supervised all site supervisors. Conducted all policy and operational development and client services including immigration assistance.
Special Consultant Office of International Affairs, immigration and Naturalization Service , U.S. Department of JusticeWashington, D.C. Legislative and policy analyst, interpreter recruitment, program design, and training program development. Set policy for the establishment of Asylum Offices in the U.S. and assisted in the development of the I-9 program for worker verification. Designed a national television conference to educate employers and community leaders about I.N.S. regulations.
Executive DirectorUnited States Holocaust Memorial Council Washington, D.C. Appointee of President Ronald Reagan. As chief operating officer, directed domestic and international relations, and supervised a $4.5 million operational budget. Developed all in-service training programs. Established the first day of remembrance for Gypsy victims of the Holocaust.
Associate U.S. Coordinator for Refugee Affairs United States Department of State Washington, D.C. Appointed by President Ronald Reagan. Rank equivalent to Deputy Assistant Secretary of State. Areas of oversight included policy analysis and development for Middle-East, Africa, Europe, and Central-American refugee programs. Policy and program development for $2 billion annual refugee budget, and refugee Congressional Affairs. Supervised the design of a communications system for all U.S. Refugee offices with the Department of State and the U.S. Mission in Geneva. Chaired two Inter-Governmental Committees.

SELECTED ACCOMPLISHMENTS AND AWARDS • Developed the "best" of the Private Sector Naturalization Testing Programs, according to the Inspector General’s Office of the Department of Justice. A program that tested over 31,000 people for U.S. citizenship. • Introduced and coordinated Operation Moses (the rescue of 13,000 Ethiopian Jews from the Sudan) on behalf of the U.S. Government, including negotiations with Egypt, the Sudan, Sweden and Israel. Introduced Operation Sheba (the rescue of over 1,000 stranded Ethiopian Jews when Operation Moses ended). Organized the $5 million U.S. government funding of the rescue program. Received awards from The National Jewish Community Relations Advisory Council, the Government of Sudan, and the State of Israel as well as commendations from many Congressmen for having originated and implemented the Ethiopian Jewish rescue. Organized a clandestine U.S. Visa program for Ethiopian Jews to leave Ethiopia for Israel. • Received an award from the Italian-American Association for raising funds for the people affected by the Italian earthquake. • Designed and developed procedures for oversight of the $2 billion U.S. refugee appropriation. • Led a study mission of Afro-American leaders to Israel to view the resettlement of Ethiopian Jews. • Designed the U.S.-Iranian minority refugee program for Jews, Bahai, Zoroastrians and Christians; and a subsidiary refugee program for religiously persecuted Romanians, including Seventh Day Adventists and Jews. • Originated and designed the U.S. program for the multi-lateralization of all oppressed Soviet minorities. • On behalf of the U.S. Coordinator for Refugee Affairs, organized and supervised the 1985 International Refugee Conference in Vienna, Austria, which involved the participation of seven European refugee resettlement countries as well as the United States and Canada. • Supervised the design of a coordinated communications system between U.S. Refugee Offices, the Department of State and the U.S. Mission in Geneva. • Represented the U.S. Department of State in meetings with the leadership of Baja, California on economic development and partnership with the U.S. private sector. Received a Special Achievement Award from the government of Baja for accomplishments in this area of economic development. • Directed the first inter-religious campaign in the United States for the financial support of Lebanese disaster victims and displaced persons. • Led over 70 study missions to foreign countries, which included participation from Senators, Congressman, news-media, educational and social service organizations, political leaders, federations, state legislators, and various American ethnic leaders. • Organized and led the first trips of the National District Attorney’s Association (NDAA) to the Soviet Union and Israel, spearheading a movement that has since seen the Association become a leader in monitoring human rights throughout the world. Received a Special Award from the NDAA for bringing this program about. • Aided in the creation of the Office of Special Investigation (OSI) of the Department of Justice. The most successful Nazi War Criminal hunting operation in the world. • Spoke throughout the United States on behalf of the Department of State about the Sandinista oppression in Nicaragua. • Received the I.N.S. Commissioner’s Special Service award for the recruitment of 191 private sector Haitian-Creole interpreters for assistance in adjudication, community relations and public health service during the 1991-1992 Haitian-Guantanamo crises. • Met with Puerto Rican Government officials as a special representative of the United States Government to discuss issues of illegal immigration and terrorism. • Authored the original proposal for a U.S. Holocaust Memorial Museum, Educational Center, and Archive in Washington, D.C. • Designed and implemented a Memorandum of Understanding with Denmark, Sweden, and France calling for cooperation between those countries and the United States related to the Holocaust. • Received a letter of commendation from the Government of Israel Investment Authority for assistance in promoting Israel’s Economic Development.
